This paper by the EU Civil Society Forum on Drugs (CSFD) aims to contribute to the bilateral dialogue between the EU and Russia planned for 24th November 2020, highlighting key issues of concern to feed into the discussion. This contribution follows previous papers produced at the occasion of previous bilateral dialogues held in 20181 and 2019.2 The paper focuses on key issues that the CSFD considers as urgent, especially in the context of the COVID-19 pandemic.
